Duties And Responsibilities
Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. Through a partnership with the Government of the State of Alagoas to improve institutional and technical capacities of State and municipal stakeholders on sustainable territorial and urban development, UN- Habitat is now setting up the third phase of the project named “Sustainable and inclusive urban prosperity in the State of Alagoas”. This third phase shall lead to enhance State of Alagoas engagement toward sustainable and inclusive urban prosperity, through a better understanding of the urban setting, and the establishment or improvement of its public policies, plans, and actions. In this current phase (2024-2026), the project will produce, among its expected outputs, strategic guidelines to support the State Government in consolidating its state policies, with emphasis on sustainable urban development in Alagoas. To properly implement this project, a Tourism and Sustainable Urban Development Consultant is required to ensure good execution of the work program. Report to UN-Habitat Manager The Tourism and Sustainable Urban Development Consultant reports to the National Officer for Brazil. Outputs/Work Assignment The Consultant will deliver the following products: Product 1: Work Plan Description: Work plan including (i) main attributes, objectives and relevant concepts for Tourism and Sustainable Urban Development strategic guidelines; (ii) scope, activities and detailed delivery schedule, and an index of the guidelines; and (iii) research of good practices for tourism state policies aimed at sustainable economic, social, environmental and urban development. Expected delivery date: 15 days after contract signature. Product 2: Synthetic and Analytical Diagnosis (preliminary version) Description: The diagnosis report must contain: (i) a systematization and analysis of current plans and programs for tourism in the state, including the proposals developed by the Development Plans Integrated Sustainable Tourism (acronym PDITS in Portuguese) for the state’s tourist regions, and the governance network; (ii) an analysis of the governance network and strategies of the tourism in Alagoas, considering the maturity level of its initiatives; (iii) a diagnosis of the potential, challenges and gaps for tourism sector development in the state through sustainable urban development. The report should be an objective and strategic document of around 15 pages. Expected delivery date: 45 days after contract signature. Product 3: Strategic Guidelines Report (preliminary version) Description: The report should contain a framework of recommendations and strategic guidelines for improving the State Tourism Policy with focus in: (i) strengthening current initiatives as promoters of sustainable urban development; (ii) improving intersectoral articulation between different governance bodies (forums, councils, instances, among others); and (iii) enhancement of municipal tourism councils. The report should be an objective and strategic document of around 25 pages. Expected delivery date: 75 days after contract signature. Product 4: Guidelines for State Tourism Policy oriented towards sustainable urban development of Alagoas (consolidated version P2 and P3) Description: The final report must contain: (i) consolidated version of the contents of P2 and P3, including all discussions held in the validations and feedback activities planned for the implementation of the product; (ii) workshop proposal for civil state servants and stakeholders to present the recommendations proposed a Tourism State Policy and strengthen institutional capacities for decision-making based on good practices and strategies presented; and (iii) Executive Summary, systematizing the general content of the product, in the template format adopted by UN-Habitat, with up to 5 pages. Expected delivery date: 105 days after contract signature. The definition of the Work Plan for the implementation of this Consultancy may include other activities beyond those indicated in this Term of Reference. The Tourism and Sustainable Urban Development Consultant shall assist in the implementation of the above-mentioned project according to the responsibilities indicated below. Responsibilities Under the overall supervision of the National Officer for Brazil, the Tourism and Sustainable Urban Development Consultant will be expected to carry out the following tasks: I. Deliver a work plan for the consultancy process; I. Learn about the Tourism State Policy of Alagoas and its governance network; II. Participate in meetings with the UN-Habitat and other partners; III. Systematize and analyze the initiatives, plans, programs, and governance network of the Tourism State Policy in Alagoas, identifying potential, challenges, and gaps through the lens of sustainable urban development; IV. Map international and national good practices related to tourism and sustainable urban development, including other intersectoral approaches; V. Develop recommendations and strategic guidelines to improve the State Tourism Policy aimed at sustainable urban development in Alagoas; VI. Propose recommendations to improve the state tourism state policy aligned with the 2030 Agenda for Sustainable Development and New Urban Agenda (NUA); VII. Train technical teams and decision-makers on the recommendations for a tourism aimed at sustainable urban development; and VIII. Deliver detailed documentation used to produce the report organized. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.
Qualifications/special Skills
Academic Qualifications: Required
- Postgraduate Degree (Latu Sensu or Stricto Sensu) in tourism, geography, public administration, politics science, economics, social sciences, urban planning, architecture or related fields is required, or additional four (4) years of relevant experience to the post, beyond the requirement. Desirable
- Knowledge of national and international good practices for tourism and territorial development; and
- Experience in public policies analysis and developing intersectoral strategies to promote tourism and its entire production chain, including knowledge in its governance network, will be an asset. Experience
- A minimum of seven (7) years of professional experience in tourism development and related areas is required, with a focus on sustainable social, economic and territorial development.
- Previous experience within the UN System will be an asset. Skills
- Good handling of tools such as Microsoft Windows and Microsoft Office is required.
- Professional or academic experience in public policies analysis and formulating strategies is required.
- Previous experience in research aligned with the 2030 Agenda and NUA will be an asset. Knowledge Management → The person must know the processes, procedures, and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. → The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. → The person must know the file of the Office, work with it, and ensure its proper maintenance, accessibility for all staff, and due updating. → The person will prepare databases related to the project running. → The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. → The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency. → The person will only share the information produced with the team agency, assuring the privacy of the content. Competencies Professionalism: Experience working in inter-institutional environments, project management; Monitoring and evaluation (M&E) approaches, and strategies regarding good urban governance and regional development. Planning and organization: Professional approach to work, strong sense of responsibility, operate with minimal supervision; proven organizational skills and ability to manage a workload efficiently and within set deadlines. Communication: Ability to write clearly and effectively; listen to others, interpret messages correctly, and respond appropriately; show openness in information sharing and keep everyone informed; solid abstract reasoning skills together with a proven capacity to write documents for diverse audiences. Teamwork: Ability to work with diverse teams, demonstrate leadership, conflict management, and consensus facilitation skills; ability to work in a multicultural and multi-ethnic environment, and to respect diversity; sensitivity to the mainstreaming of vulnerability; willingness and ability to work in difficult environments.
Languages
- Fluency in Portuguese is required;
- English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. Good command in oral and written Spanish and English will be considered an asset.
Additional Information
Travel details The consultant must be available to travel to the places related to the activities in the country if requested by the National Officer for Brazil and/or the International Officer. Travels will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration SB4-4 (UNDP Brazil Salary Scale, part time, 13,5%) The consultant will receive a total amount of BRL 30,899 according to the following schedule:
- Payment 1 (10%): Upon delivery and approval of Product 1 (BRL 3.089,90);
- Payment 2 (30%): Upon delivery and approval of Product 2 (BRL 9.269,70);
- Payment 3 (30%): Upon delivery and approval of Product 3 (BRL 9.269,70);
- Payment 4 (30%): Upon delivery and approval of Product 4 (BRL 9.269,70). Notes Appointment against this post is on a local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
